I gave the website a look.
From the outside I'd say it looks properly configured. There isn't much to configure in mod_cpmenu either. Judging by the returned error message, it looks like you did not assign tags to any article, but I'm sure this is not the case.
Anyway I would not use the 'bind to category' option neither on component config nor in mod_cpmenu config, at least for testing purposes.
Also try publishing a 'mod_cpcloud', to see if it gives the same results.

The cloud module comes up empty as well. Under the component Utilities>Check Directories it is showing:
/home/mclane/public_html/main/plugins/content/cptags.php NOT INSTALLED
However, in the Plugin Directory: Content - Custom Properties Tags Plugin is enabled

It looks like cptags.php is in the cptags folder not content folder. How and where do we edit the call for cptags.php so it looks in "plugins/content/cptags/cptags.php" and not "plugins/content/cptags.php"?

The Utilities > 'Check Directories' function checks the wrong plugin directory: we'll fix this error with the next CP release.
The CPTags content plugin is in the right place: plugins/content/cptags/cptags.php
The fact that mod_cploud comes up empty suggests that tags have not been published. Could this be the cause of the problem?

To those interested, Andrea found the problem: Categories of articles that we were tagging were unpublished. What I responded:
I apologize for such a rookie mistake...category manager should have been one of the first places I looked. Where I went wrong was that I used the Content Uploader component to bring in those 114 articles, which created categories as part of the upload. Normally when I make a new category, it automatically publishes, but the Uploader didn't.
